I have the honour to acknowledge the receipt
of your Confidential despatch of the 23rd of May enclosing copies of a question asked by Viscountess Astor in the
House of Commons and of Mr. Wood's answer thereto, and
asking for my views on the suggestion that British Members should be added to the Committee "appointed in Hongkong to supervise the conditions under which children and girle who are bought are employed".
2. The answer to the question shows that there is a certain amount of misunderstanding with regard to the various bodies which are at present dealing with matters relating to women and children, and it will make matters more cleer if I specify exactly what these bodies are.
3. In the first place as stated in my despatch
No.224 of the 8th of June there is at present sitting a
Commission appointed to enquire into the conditions of the
industrial employment of children in Hongkong, and the desirability and feasibility of legislation for the
regulation of such employment. The Secretary for Chinese Affairs is the Chairmen of this Commission, and of the other members two are well known and respected members of the Chinese Community, one is a Government Medical Officer, one a lady who has long been engaged in missionary work
